“The FEC publishes a new edition of its regulations annually. The rules are codified in Title 11 of the Code of Federal Regulations (CFR). Each edition of the CFR is current as of January 1 of the year of publication. As the Commission promulgates additional regulations throughout the year, it publishes those rules in the Federal Register. As a result, it is necessary to consult both the CFR and the Federal Register to determine the latest version of any given rule.”
