“Despite 13 years and several billions of dollars in salary assistance to the Afghan government for the ANP, there is still no assurance that personnel and payroll data are accurate. Since 2006, U.S. government audit agencies have consistently found problems with the trac king and reporting of Afghan National Police (ANP) personnel and payroll data. Although all entities involved—the U.S. and Afghan governments as well as the international community—have been working to develop effective ANP personnel and payroll processes, those processes continue to exhibit extensive internal control deficiencies. In a 2011audit of the ANP payroll process, SIGAR found that many weaknesses—such as irreconcilable and unverified data, a lack of data reconciliation and verification procedures, and difficulties implementing electronic systems—continue to pose challenges to the Combined Security Transition Command-Afghanistan (CSTC-A), the United Nations Development Programme (UNDP) Law and Order Trust Fundfor Afghanistan (LOTFA), and the Afghan Ministries of Interior (MOI) and Finance (MOF).:
