Concerns in Congress about human health and environmental risks have motivated opposition to these exemptions. To date, none of the FY2007 defense authorization (H.R. 5122 and S. 2766) or appropriations bills (H.R. 5385 and H.R. 5631) include these exemptions. This report will be updated as warranted.”

Bills offering extensive amendments to the MSFCMA have been passed by the Senate (S. 2012) and reported in the House (H.R. 5018); a bill extensively amending the MMPA has been passed by the House (H.R. 4075). Recommendations by the U.S. Commission on Ocean Policy will likely play a role in legislation considered during this Congress.”
