“On December 4, 2007, the RAND Corporation and the Center for Naval Analyses Corporation cohosted a conference at which members of the U.S. defense community discussed approaches to meeting the challenges of a demanding future security environment. Conferees broadly agreed on the list of security obligations that America faces, as well as future security issues likely to be problematic for any new administration, and discussed how the U.S. government and defense community should address these challenges. There was widespread agreement that the set of challenges the United States faces, coupled with the varied demands on the military forces, will require significant changes in how the Department of Defense trains, equips, and postures its forces and, more broadly, in how the United States government is organized for the advancement of U.S. interests abroad.”
