  • “…the Obama administration should send a clear and unambiguous message to the international community, especially its Non-Proliferation of Nuclear Weapons (NPT) partners, that the United States respects its nuclear nonproliferation and disarmament commitments; that it will seek Senate approval for U.S. ratification of the Comprehensive Nuclear-Test-Ban Treaty; that it will engage Russia in negotiating a successor treaty to START I; and that it will re-engage in other nuclear disarmament–related initiatives. Although the challenge of how to deal with both Iran and North Korea will be difficult, there is likely to be a greater appreciation for U.S. concerns, especially from countries critical of past U.S. policies, if the Obama administration sends early and positive signals aft er the inauguration.”
