House Committee on Government Reform press release, September 13, 2006: “Testifying at an Energy and Resources Subcommittee hearing, chaired by Rep. Darrell Issa(R-CA), Inspector General Earl E. Devaney of the Interior Department described a department where accountability was non-existent, policy routinely disregarded and responsibilities were dangerously stovepiped and said these factors contributed directly to the failure of officials to include price thresholds in deepwater leases negotiated by the department’s Minerals Management Service and various oil and natural gas producing companies during 1998 and 1999.”
