CDC – “During 2009–2014, approximately one third of drivers aged 16 or 17 years in the United States involved in fatal crashes crashed in the period from 9:00 p.m. to 5:59 a.m.; 57% crashed before 12:00 a.m. Night driving restrictions (NDRs) have been shown to reduce crashes among newly licensed teens, with higher reductions associated with NDRs starting at 10:00 p.m. or earlier. However, NDRs begin at 12:00 a.m. or later in the District of Columbia and 23 of the 49 states that include them in their Graduated Driver Licensing system.”
