“Summary data provided by FDNS showed that of the approximately 917,000 applications for lawful permanent residency USCIS received from January 1, 2006, through May 31, 2007, 516 were referred to FDNS for national security reasons. According to FDNS officials, approximately 10 percent of all the cases referred to itincluding applications for lawful permanent residency and other benefitsinvolved individuals on TSCs watch list. The other national security cases referred to FDNS involved individuals who were not on the terrorist watch list, but whose background checks indicated other possible national security concerns, such as those having associations with known or suspected terrorists or terrorist organizations, or involved in espionage.”
