NATO provides a forum for North American and European countries to consult on security issues of common concern and take joint corrective action. NATO is an intergovernmental organization in which each member country
retains its sovereignty. NATO decisions are made jointly by the member countries based on consensus…DoD has supported and stands ready to continue to support NATO ISAF training for headquarters, regional commands, and individuals based on NATO’s ISAF training requirements identified in July 2006. Unless training requirements are continually updated to reflect changes in the composition of ISAF and the evolution of operations in Afghanistan, DoD may not be able to provide up-to-date training support to coalition forces to prepare them for duty in ISAF. Therefore, DoD should continuously work with NATO to update and validate training requirements (see the Finding section of the report for the detailed recommendations).”
