DOD: Nuclear Posture Review Report (NPR), April 2010: “The 2010 Nuclear Posture Review (NPR) outlines the Administrations approach to promoting the Presidents agenda for reducing nuclear dangers and pursuing the goal of a world without nuclear weapons, while simultaneously advancing broader U.S. security interests. The NPR reflects the Presidents national security priorities and the supporting defense strategy objectives identified in the 2010 Quadrennial Defense Review…After describing fundamental changes in the international security environment, the NPR report
focuses on five key objectives of our nuclear weapons policies and posture:
- Preventing nuclear proliferation and nuclear terrorism;
- Reducing the role of U.S. nuclear weapons in U.S. national security strategy;
- Maintaining strategic deterrence and stability at reduced nuclear force levels;
- Strengthening regional deterrence and reassuring U.S. allies and partners; and
- Sustaining a safe, secure, and effective nuclear arsenal.

Rubenstein Senior Fellow for Energy and the Environment and Director of the Program on Energy Security and Climate Change, Council on Foreign Relations: “The main emphasis in the latest Nuclear Posture Review is in the declaratory changes –that the United States will only use nuclear weapons against nuclear states or states that are not in the Non-Proliferation Treaty, or not in compliance with it, like North Korea or Iran…another important new emphasis is on preventing nuclear terrorism and preventing proliferation. Also significantly he says, the administration is going to “reinvigorate” the U.S nuclear complex, but not pursue steps on producing new nuclear weapons.”
