DoD has taken several steps to improve the overall mission assignment process. Despite notable improvements, DoD continues to have issues that could affect readiness and situational awareness during disaster relief efforts. DoD did not have guidance in place
    during Hurricane Katrina to effectively manage financial operations. DoD can take steps on its own and through coordination with the Federal Emergency Management Agency to further improve the mission assignment process and disaster relief efforts.”
