to its missions. Many of these ongoing weaknesses have been identified in GAO reports, Congressional oversight hearings, and media reports. A contributing factor is that after five years in existence, the Department does not have a homeland security strategic planning process that provides a coherent, objectively measurable, and repeatable method for setting program and budgetary priorities and trade-offs among the long list of possible desired operational end states.
