Joint Committee on Taxation – Description Of The Tax Provisions Of Public Law 116-136, The Coronavirus Aid, Relief, And Economic Security (“CARES”) Act, April 22, 2020: “This document, prepared by the staff of the Joint Committee on Taxation in consultation with the staffs of the House Committee on Ways and Means and the Senate Committee on Finance, describes the tax provisions of the Coronavirus Aid, Relief, and Economic Security (“CARES”) Act (the “Act”). For each provision, this document includes a description of present law, a description of the provision, and the effective date. Unless otherwise noted, the description of present law with respect to each provision describes the law in effect immediately before enactment of the provision and does not reflect changes to the law made by the enacting legislation or by subsequent legislation. The Act includes two Divisions, A and B. Division B consists of emergency appropriations for coronavirus health response and agency operations. All the provisions described in this document are in Division A (Keeping Workers Paid and Employed, Health Care System Enhancements, and Economic Stabilization). Section references are to the Internal Revenue Code of 1986, as amended (the “Code”), unless otherwise stated.
