“S. 1867 would authorize appropriations totaling $662 billion for fiscal year 2012 for the military functions of the Department of Defense (DoD), for certain activities of the Department of Energy (DOE), and for other purposes. That total includes $117 billion for the cost of overseas contingency operations, primarily in Afghanistan and Iraq. The bill also would authorize a new foreign assistance program that CBO estimates would increase costs to the Department of State by about $100 million annually from 2012 to 2014. In addition, S. 1867 would prescribe personnel strengths for each active-duty and selected-reserve component of the U.S. armed forces.
