“This Congressional Budget Office (CBO) paper, prepared at the request of the Ranking Member of the House Select Committee on Homeland Security, examines the role of the private sector in responding to the threat of terrorism in the United States since September 11. In keeping with CBO’s mandate to provide objective, impartial analysis, the paper makes no recommendations.”
