H.R. 29, the Securely Protect Yourself Against Cyber Trespass Act (SPY ACT) passed overwhelmingly in the U.S. House of Representatives in October 2004, but was not passed by the U.S. Senate in time to become law before the end of the 108th Congress…The SPY ACT was introduced because we feel that consumers have the right to know and be protected when they are downloading software that has the ability to collect and transmit personal information..”
