The ultimate goal of our China policy is the emergence of a China that adopts a cooperative and mutually beneficial relationship with the United States, and fulfills its responsibilities as a stakeholder in the global system by addressing the most urgent global challenges, such as tackling climate change, fighting weapons proliferation, and promoting global prosperity. Our China policy aims to encourage a China that develops over time a stable, equitable, and open domestic systemone that guarantees universal human rights, including social, political, economic, labor, and religious rights.”
