“The National Taxpayer Advocate’s (NTA) Annual Report to Congress creates a dialogue within the IRS and the highest levels of government to address taxpayers’ problems, protect taxpayers’ rights, and ease taxpayers’ burden. TAS is an independent organization within the IRS.
