“TSA is most visible at more than 450 domestic airports where approximately 43,000 Transportation Security Officers (TSOs) perform security screening procedures… TSA can improve its management of the TSO training program by developing and documenting standard processes. The agency does not have documented standard processes to update training based on current information, such as the results of officer testing. While TSA officials explained they have a process in place to guide training enhancements, they acknowledged the process is informal and not documented. The agency recently began efforts to record the processes used to improve the training program and it is in the process of developing a standard process for identifying and assigning on-the-job training mentors. The agency also has not documented procedures to determine or allocate the equipment, support, and time needed for the workforce to complete training requirements, and provides little centralized oversight of the training program.”
