The falling away of barriers to trade and communications has contributed significantly to human development and brought immense benefits to society, but those benefits have been distributed unevenly. Poverty and economic inequality, the scarcity of vital resources, conflict, environmental degradation and climate change have created new tensions, and the most vulnerable sectors of society have been hit the hardest. Those factors in turn have created new challenges for the implementation of international drug control.”
