  • “The Urban Area Security Initiative grant program provides states and local governments with the funding needed in high-risk urban areas to build an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism. This audit assessed whether (1) the Office of Grants and Training and the State of New York established effective oversight and program monitoring over the New York City urban area, and (2) Urban Area Security Initiative funding enhanced the area’s homeland security capacity as intended. The New York City urban area received $337 million from fiscal years 2003 to 2005, and our audit covered $244 million provided to the urban area’s three largest subgrantees.”
