- Avatars, Virtual Reality Technology, and the U.S. Military: Emerging Policy Issues, April 9, 2008: “This report describes virtual reality technology, which uses three-dimensional user-generated content, and its use by the U.S. military and intelligence community for training and other purposes. Both the military and private sector use this new technology, but terrorist groups may also be using it to train more realistically for future attacks, while still avoiding detection on the Internet. The issues for Congress to consider may include the cost-benefit implications of this technology, whether sufficient resources are available for the communications infrastructure needed to support expanded use of virtual reality technology, and whether there might be national security considerations if the United States falls behind other nations in developing or adopting this new technology. This report will be updated as events warrant.”
- Income Inequality, Income Mobility, and Economic Policy: U.S. Trends in the 1980s and 1990s, April 04, 2008 – “Income inequality has been increasing in the United States over the past 25 years. Several factors have been identified as possibly contributing to increasing income inequality. Some researchers have suggested the decline in unionization and a falling real minimum wage as the primary causes. Others have argued that rising returns to education and skill-biased technological change are the important factors explaining rising inequality. Most analysts agree that the likely explanation for rising income inequality is due to skill-biased technological changes combined with a change in institutions and norms, of which a falling minimum wage and declining unionization are a part. Since most people are concerned with upward mobility, and given the central importance of income mobility to the debate over income inequality, this report examines the relation between income mobility and inequality.”
- The Role of Offsets in a Greenhouse Gas Emissions Cap-and-Trade Program: Potential Benefits and Concerns, April 04, 2008 – “If Congress establishes a greenhouse gas (GHG) emissions reduction program (e.g., cap-and-trade system), the treatment of GHG emission offsets would likely be a critical design element. If allowed as part of an emissions program, offsets could provide cost savings and other benefits. However, offsets have generated concern. An offset is a measurable reduction, avoidance, or sequestration of GHG emissions from a source not covered by an emission reduction program.”
- Oil Industry Profit Review 2007, April 04, 2008 : “Increases in the price of crude oil that began in 2004 pushed the spot price of West Texas Intermediate (WTI), a key oil in determining market prices, to nearly $100 per barrel in the third quarter of 2007. Tight market conditions persisted through the remainder of 2007, with demand growth in China, India, and other parts of the developing world continuing. Uncertain supply related to political unrest in Nigeria, Venezuela, Iraq, and other places continued to threaten the market and contribute to a psychology that pushed up prices. The decline of the value of the U.S. dollar on world currency markets, as well as the investment strategies of financial firms on the oil futures markets, has also been identified by some as factors in the high price of oil.”
- Retirement and Survivor Annuities for Former Spouses of Federal Employees, April 04, 2008: “A former spouse of a federal employee may be entitled to a share of the employee’s retirement annuity under the Civil Service Retirement System (CSRS) or the Federal Employees’ Retirement System (FERS) if this has been authorized by a state court decree of divorce, annulment, or legal separation. An employee also may voluntarily elect a survivor annuity for a former spouse.”
