  • “In the course of implementing the $20.9 billion Iraq Relief and Reconstruction Fund (IRRF) program, thousands of contracts were issued for activities ranging from the purchase of supplies to billion-dollar construction programs. Most of the work performed under the IRRF program involved the use of contracts, and contract closeout is the final phase in a contract’s life cycle. This report discusses contract closeout activities at the U.S. Army Corps of Engineers, the Joint contracting Command-Iraq/Afghanistan, the Air Force Center for Engineering and the Environment, the Department of State, and the U.S. Agency for International Development.”
