Abolishment of an agency or its functions has often been politically challenging because of the potential impact on stakeholders with competing interests. Frequently, it has also been administratively complex, involving myriad decisions about policies and the distribution of functions and resources during the winding down of the abolished agency. This report takes a closer look at the abolishment of one particular agency—the Interstate Commerce Commission (ICC)—and most of its functions. It reviews, in historical context, the ICC’s establishment, growth, decline, and elimination.”
